The big thing about Hands is you are talking about Palladium Books. They tried to make it a table top RPG not a Warhammer type table top. Can a battleloid fly over buildings yes that is in the rules, is it a good rule for a table top game "no" is it a good rule for an RPG "it can be" it makes the story more alive. The big thing about Palladium is their rules are over done. Look at Hand to Hand, you have punch, kick, jump kick, body block, grab etc. Very long winded for a table top min game, but add the RPG into it and you have what they wanted you to have. Is this the table top to end Warhammer or any other min game "no" but it is fun.

Now I have looked at the Robotech RPG from Palladium, it says that a VF-1 D,A,J and S have the same speed "this is from the book" Speed: 2676mph (Mach 4) with a 60 mile ceiling in JET MODE. 670mph/Mach 1 (1078kmph) maximum, and as slow as a complete hover in GUARDIAN MODE. 60mph (96.5kmph) maximum in battloid mode running; flying in space - 120mph.
Now with that it does not say they can fly in an atmosphere ! However looking at the show it seems that they can.
Also reading page 44 of the RPG it says the Battloid mode can run, climb, leap, kick, roll and engage in hand to hand. But does not say fly.

I know this is a bit complex BUT it does work. Instead of "this is too complex" does anyone have a working alternate solution? I think a flat modifier might be better for both high and low gravity. A final number could be debatable, but something along a +3" for low grav and a -3" for high grav, minimum 1, might make things easier. Poor alternative that will not work...Units with Leap gain essentially 6 movement in Light Gravity.....and Lose 6 in heavy......interesting idea but not functional Light Gravity Vehicle = +3 move Aircraft = +3 move??? How does that make sense? Here is something in the Robotech RGP Tactics page 24 under Flight Abilities it says..
"This is from the book" A Flying mecha isn't actually touching the ground, so it treats all terrain as open terrain.
In the show the Battloids are moving on ground (by foot) so is Flying another word for hovering in the rules ? (not literal) Think about that.
Now again I see it as a Palladium thing "a looked over rule".
Now in the show is Max Flying or Busting with style. Another thing to think about.
Final thing on this tonight. So it does stand to resin that the boosters (feet and back) in Battloid are the same as the Guardian. Therefore the Battloid should (and I use that loosely) have the same speed as it does in Guardian mode. So the question should be is Battloid aerodynamic ?

Flight was not overlooked, VF's have them in all 3 mode. Since speed is life however it's not smart to sit in Battloid with the lower DF. You want the Battloid in cover, unless you're like Max and can dodge well. Hover DOES NOT ignore underlying terrain. So a hovercraft could have hover and move slow through rough terrain he'd just be harder to hit.
If you take the literal meaning of Afterburner, Hover etc. and do not read the descriptions it can get confusing because they are in some ways misnamed. Hover is simply a unit that can jet around quickly and is harder to hit.
Also keep in mind the Guardian can fly 10, the battloid can only fly 5 and that is by pure thrust. A flying target.
