I'm creating this thread so I have a static place to reference this information every time it comes up. HG approached Toynami to do models first but Toynami refused due to it being to expensive under their license. So HG then approached PB.

In 2013 Harmony Gold at SDCC said Toynami turned down their approach to them to make a line of models so they approached Palladium to make a line of models for the "RPG Game". They go into a bit how federal regulations that increase the cost per unit as a "toy" under their license made it prohibitive
And so HG pursued a RPG model option license with Palladium.
They cover this at the 10 minute mark of the video if you want to hear it directly from Harmony Gold, but They start talking about Palladium around the 8:00 minute mark.
I actually had lunch with Tommy Yune the week before this panel at AnimeExpo 2013 and he had nothing but positive things to say about Palladium and you could tell he appreciated them as a license partner and that Kick Starter was the only path to enable this line after the financial embezzling that shook Palladium to its core.
