If a weapon is a dual weapon system...does that weapon allow it to be fired a second time with a special ability or command points

Only if it has the split fire trait

Dual weapons are basically the same as any other weapon. They basically both fire at the same time for the damage listed. Sometimes you'll see a model with only one of a gun that another has dualies of and you'll see it;s half as effective. Some dual weapons have split Fire, as Mike said, which allows you to fire at two different targets for half damage, but it doesn't cost any extra CP to use

When using Split Fire, is there any reason you cannot take two rolls against the same target? This would affect the math by increasing the chance of a single (half damage) hit but decreasing the chance of a double (full damage) hit.

Magic, As cool as that would be, the split fire rules explicitly state two DIFFERENT targets. I think it would be an interesting take on the rule if it were allowed though.

If that were the case, it would be simpler to just have two guns that fire separately at half the damage. So pay the command point to take the second shot at whatever target is applicable.
