While the models aren't out yet, my group has been fooling around with the FASTPack rules. From the beginning though we decided that it would be a space only unit, even though the only official space only craft is the LANCER II. This is for three reasons.
1) In either incarnation of the show the FASTPacks are never shown being used in atmosphere, only in space.
2) When Skull 1 is shown entering the atmosphere in one episode, he jettisons the FASTPack before reentry.
3) When Max and Miriya head into space for a mission later in the series, they add the FASTPacks on only after they've reached space and have docked with a station there.
These together make us feel that the upgrade was only ever intended for space use. That said, that's just a home rule based on our interpretation. We certainly aren't going to tell others they have to do things are way, or refuse to play with anyone wants to use the upgrade on an Earth battle. We do feel though that it is a bit more accurate to the original source.

In Macross itself that is actually the case even in later renditions. They do later develop atmospheric FAST packs however staring in Macross 7 I believe.

The original RPG book does make note that a Super Valkyrie can reach speeds approaching Mach 5 and breach Earth's orbit. Re-entry does require jettison.

Yeah I remember the RPG wrote them in as fly anywhere, but I still don't think it was the original intention of the actual show. They also created the R type for the RPG which is based on a head that only appears in the show for a single scene and I'm pretty sure was just an artistic error. Anyhow while it's fun to debate, but I'm not going to nerd rage over either aspect. We'll keep the space only as a home thing and default to the official game rules if anyone were playing wants their Supers in the atmosphere.

Just took a look. 2nd edition does allow the FAST Pack to be used in atmosphere. However it mentions a couple of times that the system was intended for space and that using it planet side greatly reduces its combat effectiveness due to the added weight.
